Improving Rental Housing Through Innovative Code Enforcement

This roundtable will focus on the difficulty that extremely low-income tenants face in accessing and maintaining safe and affordable, privately-owned (unsubsidized) rental housing—primarily due to issues of disrepair and habitability. The roundtable will feature a presentation by Alan Mallach, from the Center for Community Progress (Flint, Michigan), who will present highlights from his recent paper, Raising the Bar: Linking Landlord Incentives and Regulation through Rental Licensing.

The presentation will be followed by a moderated panel discussion on rental housing quality and code enforcement in Philadelphia, with experts representing diverse perspectives on the topic.
