In 2009, the Philadelphia Parking Authority began removing heads from meters, converting to a kiosk system. This made the metal poles far less useful to city cyclists looking for a place to lock up. In fact, last year, Grid Publisher Alex Mulcahy's bike was tethered to a parking meter on Arch Street outside HQ when, unbeknownst to him, the head was removed—soon after, so was his bike. Bummer.
